Correct me if I'm wrong, but hasn't electro-shock therapy in the treatment of mental illness been illegal for a while now?

The switch from CRT TVs and monitors makes that less easy to arrange, but I think microwaves still use travelling wave tubes, which typically run between 3KV and 15KV or 20KV.
