I'm guessing, sadly, that the perps and victims are the wrong skin color combination to be more than local news.

Until potential "snitches" realize their likely to get "stitches" even if they do not "snitch",  not much will change. Politicians taking the hobbles off their PDs would help some, though. Hell-holes like Baltimore and Chicago are paying a sanguinary price for both.
