Taking into account their budgets and their work, people choose where they live. If there aren't "enough" blacks (I'm unsure how Hispanics were counted in that court decision) in the district, that is not the school district's doing.
I don't think courts would get involved again, but were they to do so, blacks bused in would likely have 1 1/2-2 hour bus rides each way; ditto for white students bused out.
The court order forcing this is from some 40 years ago, maybe more. IOW, this court order was handed down before many/most parents of current students - and many/most of the current school administrators - were born. It should have expired a decade or two ago.
