I would have said yes, Presidents can be arrested but after 8 years of Obama I'm no longer sure.

The DUmbAsses should be more concerned about the first former President being unable to return to this country for fear of arrest and conviction.  It is growing more and more certain that democrat ex-president B. Hussein Obama committed serious felonies during his last year in office.
