The Obama Regime passed regulations so strict that old plants couldn't be updated to meet new EPA regs.
Those need rolled back and some of the older plants could be brought up to standards at less cost than new plants.

I may have related this experience before but is appropriate again.
California (in the 90s probably decades before my time too) was the largest cotton producer of any state. IIRC number 2-3 in the world. SOOOooo it would make sense in the common sense time of human history to have textile plants that provided lots of good paying jobs in California. AND you would be right!
But in the late 80s and into the 90s the kalifornia epa decided that those plants were terrible. So they made some regulations, not laws passed by the legislature because there were still sane people here, to kill these plants. Why do i say KILL and why would i know? Because I was automating for quality control some of these plants.
So anyhoo, the dick at the state said all of these plants and there were tens of them, they had to upgrade their air and water scrubber systems. The industry said OK but we need to phase this in as we update or build new plants. Well the people that had never produced anything other than flatulence and shit said NO. They gave them 3 years to make a quantum leap in their production systems.
The people that knew what they were doing said it can't be done. Well the people that had never produced anything other than flatulence and shit said tough shit.
So the people that knew what they were doing did NOTHING to those plants as they took their capital and built plants in countries that wanted their prosperity and jobs. At the end of three years the people that knew what they were doing closed the doors and fired all of the people they employed in kalifornia..and the other business that supported those textile manufacturers.
Well the people that had never produced anything other than flatulence and shit said tough shit called the people that knew what they were doing many names and lamented about the treasure and jobs that were lost....but never lost there jobs.
The end of another industry in socialist utopia of kalifornia. But come have a vacation here, it's beautiful!! And we have lots of maid and waiter jobs so..there is that.
