as there is a significant likelihood a high-velocity round striking concrete near perpendicular will shatter instead of ricochet. Even if it does ricochet much energy will have been expended lessening any resulting injury.

28. I worked in a PD for over 15 years. You are right. They are a threat. Not just to other people and law enforcement, but to themselves as well. A lot of them end up getting in papers because of what they now term as "accidents". And because of people like them, it makes being a police officer a much more difficult job and the likelihood of an officer shooting someone much higher.

I seriously doubt you ever served as a LEO- you would have said that rather than I served in a PD
