One of HHS's administrations is the FDA.
Several people within my organization had the "pleasure" of attending a meeting at FDA headquarters in Silver Spring, MD.
They described a security process that was positively dizzying. Metal detectors, searches of handbags, shoes off, the whole thing was reminiscent of trying to enter a prison.
Maybe that's what those poor bastards are these days -- prisoners.
And maybe Secretary Cotton can get real about the bureaucracy he inherited and set about to clean out the swamp.
