At least 5 dead in Quebec City Mosque shooting

 At least five people have been killed after gunmen opened fire in a mosque in Quebec City on Sunday, the mosque’s president told reporters. Witnesses told Reuters there were three gunmen involved and 40 worshippers were inside at the time of the shooting.

The shooting took place at Centre Culturel Islamique de Quebec (Quebec City Islamic Cultural Center) on Sainte-Foy Street. There’s been conflicting reports over the number of perpetrators involved in the attack.

The situation in the mosque is “under control,” and all the people have been evacuated, Quebec police have tweeted. Earlier, a heavily armed special police unit was seen entering the mosque.

A witness told Radio Canada that one of the attackers shouted “Allahu akbar” as he opened fire.

“One started shooting. As soon as he opened fire he shouted, "Allahu akbar!" ("God is great!") The bullets reached people who were praying. People who prayed lost their lives. As for myself, the bullet passed over my head," the witness who refused to be identified said, adding the attackers “seemed to have a very good Québec accent.”

Two suspects have been arrested in the ongoing police operation, according to a Québec police spokesman. An investigation into the attack has been launched.

First, oversimplifying a bit, Morocco was a French colony, so even to this day facility in the French language would not be rare among Moroccans. Second, classes at a Quebec university would be in Quebecois French. So these two students would, of necessity, be fluent in French, and would have acquired, just through hearing it daily, at least somewhat of a Quebecois accent (e.g. my daughter who has been learning Mandarin in China speaks with the accent common in the university in her city - quite different from that of Beijing or Taiwan). Third, taking the Daily Mail report at face value (early reports from ANY source should be viewed with skepticism), Muslim terrorists have shown zero hesitancy to slaughter Muslims they deem not Muslim enough. So it is at least plausible that the killers were "radical" and the Islamic Center not radical.

In Islamic usage, to be called a mosque a facility for Muslim worship and teaching must have at least one minaret. Long existing zoning laws (i.e. not targeting Muslims) in many cities frequently preclude (or permit processes are expensive and difficult) having a minaret-like tower, so such facilities are called Islamic Centers (or something similar) rather than mosques.
