Now, that would be Ronald Reagan. But to dismiss the comment would be to commit a tu quoque or ecological fallacy and to dismiss a sentiment because of its provenance.

The doors in the walls that Reagan was referring to are legal entry points into the city and he was referring to anyone with the will and heart to go thru the proper doors and processes to get into the city.  He wasn't referring to people climbing over or tunneling under the walls to get into the city, DUmmy.
