NCLB is almost universally disliked by teachers, even conservative ones, because it attempts to solve a qualitative problem with a more-or-less absolute quantitative solution. Basically the same problem that zero-thought solutions like "Zero tolerance" policies or McNamara's stupid plan to win in Viet Nam based solely on "Metrics" like body count. Nice theory, it just doesn't fit the facts because peoplel do not all have the same potential or capabilities, the differences are not uniformly distributed, and at the end of the line you have to deal with individual teachers and students rather than numbers.
It did, however, call the Dems bluff on "The GOP hates kids" bullshit by giving the Dems all the rope they asked for.
