IT's a good first step.
My two biggest remaining problems with it:
It still includes the necessity of paying rent to the government for a revocable permission slip in order to participate in a Constitutional Right. To me this is no different than when East Germany required registration of typewriters, including providing a sample of typescript (read: ballistic fingerprint, which some people seem to think is a good idea in firearms/owners registration schemes).
and
It doesn't seem to address US territories such as Guam or the Marshall Islands which I am given to understand have terribly restrictive gun laws.
