The writers of the USC were smart enough to foresee the problem of states with large cities using their numbers to oppress the rural states that fed them. So they made that less easy with the Electoral College.
The Great Compromise of 1787 was the basis for creating a Senate, in which states had equal representation, along with the House districts, which were apportioned by district. Furthermore, senators were confirmed by the state legislatures for their six-year terms, which the progressives undermined in the early 20th century.
Of course, the entire founding of this country is considered a hate crime by those on the Left, so I digress.
