It must seriously haunt him! So much so that he doesn't realize the the police officer's gloved hand is several inches, maybe even a foot, from the woman's neck. Had his hand been on or reaching for her neck, he would be looking there, not down and to his left. Her head is tilted back because of the way the police officer behind her has her arms.

Being a DU-member, he would not give a second's thought to the context leading up to the picture - what had she done that the officer behind her had restrained her. Nor the "perfect" positioning of the photographer and his/her camera angle.
