The Ferguson Effect is very real and endangering lives to placate Black Lives Matter.

Arrests are down in Chicago and they are possibly going to set a new kill record.

As long as the "rewards" for preventing crimes or keeping crimes from escalating is public vilification and malicious prosecution, CPD officers are going to police so as to avoid that risk.
