What was Nikki Haley's deal with her mouth????

Was at a school board meeting so I am just watching a rebroadcast of the SOTU and teapublican response.
What the hell is the deal with her face and her moving her lips but not her mouth.
She started moving her mouth about half way through so I assume it was not a physical issue but how she talks when she is nervious since she stated using her whole mouth as she talked longer. Soooooo awkward.
On edit, speech was filled with all the standard blurbs of feareverything, "black man hates America", War Inc. ("We've always been at war with Eastasia")and Gawd. Nothing special...and why I focused so much on her odd mouth tick.

Nothing special.
