Snopes is notoriously liberal. They'll fudge the truth when it suits their agenda.
Snopes is not reliable. I had several communications with them via e-mail and from my understanding they are a husband and wife team and do not actually question people or go to a place to verify information. They simply do on-line research and come to conclusions; just like you and I. I tried to enlighten them about the Security and Prosperity Partnership, the proposed superhighway and the North American Union - even gave them documentation and the number of the House bill that was drafted regarding a North American Union nd they would not respond. I tried to contact them again and they wouldn't respond. Perhaps things have changed in the past 7 years, but that was my experience with them.
