A 12-year-old Florida boy with a long rap sheet was arrested again after stealing a car in St. Petersburg.

The boy approached Raymond Raferty, 89, at a Chevron gas station and is seen talking to Raferty on surveillance footage before speeding off with his car.

The boy approached Raferty on his bike claiming that a tire on the passenger side was low on air and when he exited the vehicle to check, the boy jumped in the drivers seat and sped off.

It's time for some serious punishment. Lock him up in Juvenile Detention for awhile.

He's got 20 prior arrests and just doesn't get it.  this kid needs to do some hard time in the state prison.
