I'm in my early 60s, so I don't love hearing of some one ~ my age suffering, but for heaven's sake!
* What is a 60-something doing working as a convenience store clerk unless the 60-something is the owner? That's and entry-level or one step above entry-level job! That's a job for college students who are getting an education!
* As miskie asked, what happened to the ObamaCare panacea? Reality not living up to the hype?
* Unless NE - or wherever OS's BIL lives - is very different from CA, a glance at BIL's paycheck stub would reveal a deduction for something called "SDI" or "DI". The "DI" refers to Disability Insurance, paying the premiums for which is/was part of BIL's compensation (probably half directly from the employer, and half deducted from BIL's paycheck). Depending on the terms, DI typically covers 2/3-3/4 of a person's salary, with some employers supplementing the payments from DI.
* Then there's SSDI, if BIL is disabled long-term.
* As for retirement, Part 1, BIL may be eligible for SS, though not what he would have received had BIL been able to wait to retire.
* As for retirement, Part 2, BIL should be able to receive income from his IRAs and/or 401Ks. Unless BIL CHOSE not to contribute to IRAs and/or 401Ks.
* As for "... the R plan of work till you drop ..." OS really should learn that believing one's partisan propaganda is not conducive to a happy life and a reasonable grasp of reality. IIRC, IRAs and 401Ks were enacted/created during the Reagan Administration.
