Ummm, last time I read my copy of the Constitution, Congress and the Congress-shits don't enforce laws, resolutions, supoenas, regulations, declarations of war, peace treaties or edicts from on high. Their job is to propose, write, and authorize by majority consent the laws that are to be enforced - within the limits of authority granted that body. The sole finger they have in the enforcement pie once the law is on the books is in ensuring the adequate funding of the EXECUTIVE BRANCH agency tasked with that mission.
Congress has been pathetic in funding border enforcement - probably since Black Jack Pershing was reassigned to the Expeditionary Forces headed for France, but it is the Executive Branch - with the lack of spinal fortitude out of the Chief Executives from BOTH parties - that has been derelict in it's Constitutional responsibilities to secure our national borders.
