Very brief use of all caps is not an issue, it's only an issue in longer subject lines. And the location in the subject line aids the reader in knowing what (and where) the thread is about before clicking.

Adding location information to a vague title is important, and would seem to be common sense to someone interested in effectively communicating with others.
