This California-will-run-out-of-water-in-one-year scare-culation, if not pulled from some bureaucrat's fat desk-driving @$$, probably premised zero precipitation for the rest of 2015 and in 2016.
Anyone who's lived in CA for more than 5 or 10 years and has paid attention to the weather knows that periodic droughts are normal. There was a longer drought throughout the 1970s, and there have been a couple shorter ones since. What hasn't happened in the past several decades is expanding CA reservoir capacity - the Enviros have frozen and even reversed that - nor proper maintenance of existing reservoirs.
Anyway, I'm sure Governor Moonbeam's peeps are working to discipline these Department of Water Resources people for going off the government-power-grab reservation.
