Foreign Policy Experience

We all know the BarrackStar has none.

But what about the recent past presidents.  What foreign policy experience did they have before they were sworn in?  Other than GHB who was in charge of the CIA....
Clinton, GWB, Carter?

Carter was a Naval Academy grad who rose to command a nuclear submarine... might not be setting foriegn policy, but it is experience of a sort in following one
