True, but an EO can direct all departments of the Exec Branch to suspend any movement towards implementation of legislation
Yep, at which point the courts get involved and we have that legal battle that takes place over month after month and brief after brief, with all the delaying tactics imagineable, until the courts order the executive branch to follow the law -- which, when ignored further, results in contempt of court charges.
