The sun just hangs out there like a nucleus while earth spins around it like an excited proton, constantly changing the face it shows to the sun. It would be the earth which tells time. The sun doesn't care. We slow down the earth to cause each face to be exposed to the sun longer. This causes the days to be longer too.

You're not doing it right. When you move 8PM up you move 8AM back. That is where the extra hour of sunlight comes from. We steal it from the night.
