At the time, it was thought that the other actions Reagan signed into law would discourage illegals. As we saw, the powers that be (of either party) weren't at all interested in ENFORCING the laws that were passed when Reagan signed them.
Well, now that you mention it, Congress does have a disturbing habit of reinventing the immigration wheel every 20 years or so. Kinda began in 1945, continued with LBJ in 1965 (which REALLY blew the door off the hinges), readdressed yet one more time in 1986 under Ronnie, then GWB tried to shove the last POS bill down our throats in 2006.
If history is any lesson here, it ain't Obama's turn to sign yet more POS legislation. But he's such a POS, he might well go out of turn.
