Those landlords have mortgage payments to make. If they don't make those payments, the banks will seize the properties.

Banks use our deposits to capitalize loans.
"Who cares about us? We are - wait. What?"
Even if they don't have mortgages there are far more expenses. We own several rent homes and our expenses include;
HOA Dues - $50/month (at present)
Taxes - $80/month (average and at present)
Insurance - $75/month (average and at present)
Maintenance - $75/month (as a yearly average with or w/out tenants)
That alone is $280/month/house. It would be cheaper for me to keep a renter out of one if they couldn't be evicted, but at that point I would still have to leave the electricity on, which would run me another $75/month, but I wouldn't have to put up with a renter wanting extra repairs for things like water heaters or a leaking faucet/stuck garbage disposal, etc.
We have no mortgage on any of our rentals, but they get expensive even without it.
NONE of this is even coming close to those who are scamming the system and there are a BUNCH of them. Even one guy on DU was pointing out how his neighbors who used to be friends of his, and he had vouched for getting into the rental, didn't lose their job, refused to pay rent for the last year and a half, and now are about to move out leaving the landlord with no way to collect anything.
From what I've read, most of the states are requiring the renter and the landlord to fill out documentation of the facts to get the federal funds to pay the property owner. This creates a problem when you have someone who is scamming the system and won't fill out the paperwork so the landlord can't get paid.
