She's originally from there but has been living in Seattle for the past 20 years (loves it).
And no surprise why she's going -- she's ill, and can't afford health care here. Serbia, like the rest of the civilized world, offers no-cost care to its citizens.
What is wrong with us? And WHY can't we get this message through those thick Republican heads?
Lovely woman. I feel sad for her, and ashamed of our "health care" system here.

Serbian healthcare has been severely under-funded for many years and consequently, the standard of healthcare available is of poor quality. Medical staff are well trained; however equipment and facilities let the health system down considerably.
Prescription medicines must be paid for and doctors charge under-the-table payments for all services.
Wonder what happens if you don't make the under the table payment?
Doctors are known as doktor and are the first point of contact with the state health system. Citizens can register with the doctor of their choice. Citizens will be charged a fee for each time they visit the doctor.
Although the health facilities are relatively well staffed with qualified doctor and nurses, the quality of care is below standard, because services are not patient-centred, there is a lack of communication between local doctors and the health centres, and equipment and buildings are in bad condition.
The conditions in most hospitals are of a low standard. Medicines and basic medical supplies can be obtained from privately owned pharmacies. Hospitals require cash payments for their services, and do not accept health insurance as compensation. This makes medical care difficult for the Serbian citizens to obtain.
Emergency departments are open non-stop all year. The emergency care services are very expensive and not always an option for poorer citizens.
Sounds like a great example of government run health care.

Unfortunately, the cost of shipping her remains back to the states for burial, might very well have covered the cost of her treatment here.

And if one makes an under-the-table payment, it's not cheap, usually higher than what one would pay across-the-table here in the United States, if one pays cash for medical services.

A relative of mine married a girl whose family is from Poland, her Aunt was diagnosed with Cancer, the Aunt was going to go home to Poland until she found out that because of her age treatment would be minimal to nothing compared to the US, so she's staying here.

You may have to up the ante. I heard the Obama administration is now charging a $450 filing fee for those what would like to officially renounce their United States citizenship.

I worked with a woman that was married to a serb. He was diagnosed in this country with a very rare and fatal form of lung cancer. Very devistating, he was only 25 at the time. He got to go to the best specialists in this country, tried a couple of experimental treatments, but it was for naught. He returned to Serbia to see his family for 1 last time, he died there. She told me about him being in the hospital, with no pain meds for the pain. Here, he would have been on a morphine pump and at home with hospice care. There, she had to change the sheets, bring him food and water, (the water in the hospital was not working all the time every day). But, it was paid for. So I guess that is the point the bats are trying to get across.
Let her go to Serbia. good luck with that, as long as she is healthy.

It strikes me that this $450 is a virtual "Berlin Wall" type of thing.

That isn't anything new. The United States is one of only two countries with a captive workforce. Most other countries don't care about what you make while working in another country. Here, the IRS goes after citizens who have lived in another country their whole lives and don't even know there US citizens.

James Cameron bought land in New Zealand and is moving out of the US. Although he is Canadian, he doesn't like paying high US taxes either. I read earlier that wealthy US citizens are renouncing their citizenship in record numbers under Obama.
