Correct me if I'm wrong, but hasn't electro-shock therapy in the treatment of mental illness been illegal for a while now?

The switch from CRT TVs and monitors makes that less easy to arrange, but I think microwaves still use travelling wave tubes, which typically run between 3KV and 15KV or 20KV.

Actually, it is still used, and it can be effective in cases of severe depression.

Yep, it is still a viable treatment in certain circumstances, though it is definitely done in a far more clinical and humane setting than in the past.

We use it at my Reeducation Camp.

Only we don't wait for the mental illness part.

Deinstitutionalization was a colossal mistake.

A delusion of the 1950s and 1960s. The Feds, beginning in the late 1950s, mandated the emptying of the mental hospitals, which happened over the next 10-20 years. Between that emptying of the hospitals and not hospitalizing those who should have been, you have more than half of the "homeless problem". Throw the chemical addicts in with the people who should be in mental hospitals, and that's probably on the order of 75% or 80% of the sacred homeless.
