In my JAG days, I once had a retired military couple come to see me in legal assistance over a $2.67 dispute with a book club, I should've just pulled three bucks out of my wallet, but I figured I'd probably get in trouble for that, the Army and JAG Corps being what they were (And generally they haven't improved a bit since), so I wrote a letter for them, consuming about an hour of attorney time altogether. I believe an equally-bemused customer service rep at the book club eventually cut them a check, which probably cost more than its face value to generate and process.
On a side note, my Dad was almost that nuts, he basically stole water from a dripping meter for over a year in Arizona, collecting it in a bucket to force-flush the toilet, all over a $30 dispute with the water company. When I found out what he'd been doing, I went downtown and paid them off the same afternoon.
