That's what I DON'T like about unions...the fact there is a max hourly wage.  If I'm non-union, my maximum is dictated by my abilities, skill, and work ethic.

Aye lady, 'tis the blessing and curse of things.  If you can't pour urine out of your overshoe you get paid the same as the guy who shows up on time and does the job correctly.  Eventually the guy who shows up on time and does things correctly gets tired of carrying dead weight for the same money and assumes the Thelma and Patty mode. Which means the best thing to do with the urine pourer is to promote him out of the way.  :argh: 

Government unions are a joke just like every other union.  Seniority sucks but you have to promote the most senior, not the most competent. After working for the Fed and private sector I see very little difference, union druids are union druids in both places. 
 
Pay for performance went down so fast you would've thought it a valley girl in a Rolls. :rotf:

It had big problems that had nothing to do with the unions.

Yeah I had heard that too.  I only remember a couple performance systems and usually they were  U S O format with the U and O requiring a brief write up.  Everyone was almost always S.  Give a U and the Union was up your butt.  Give an O (with a cash award) and you pissed off the rest of the crew.  Of course in times of RIF (at one point) BPA's were included in the ranking process meaning so called 'golden boys' would stay while others would go.  

The merit pay system is in fact an oxymoron. :-)
