An employee doesn't think it's right, but he's bound by his security clearance. Seeing as how this is unconstitutional as hell, any protest by him could have disastrous consequences. He goes public and goes into hiding. Is he a traitor for revealing a program "the government" deemed "top secret"? And no, this doesn't have a thing to do with chem-trails. How about this scenario:

Guy SUSPECTS bad things are going on, or has made up his mind there is, and is willing to get whatever data is needed to satisfy his conclusions.  Gets a job as a contractor with the intent of digging up shit.  Government does half-assed background check on him.  Guy downloads a shitload of stuff, then disappears, only to pop up halfway around the world.

Guy never went through the "normal" or proper route of bringing up said illegal/unethical practices through the whistleblower route, instead going to a country with a history of hacking/spying on us with data.  Guy then goes to ANOTHER country in order to avoid being detained/extradicted by his government.  Continue ad nauseam.
