Mainly the Taliban/AQ support structure was successfully re-established, so they are no longer running for their lives or on the outside looking in.  Basically the Afghan central government did not get strong enough, fast enough, to displace them permanently, and the US fought it as a shoestring operation while the war in Iraq was our top priority.  To some extent you could say the Bush administration did do much that made the Taliban resurgence possible, but Obama has taken additional steps necessary to ensure it was inevitable.  The tipping point was when he tried but failed to sell out Karzai after the national elections, there was really no way to recover the strategic initiative after that.
