Report Finds Widespread Fraud in Taxpayer ID

Quote
A recently released report shows widespread tax fraud in connection with the federal government’s Individual Taxpayer Identification Number program.

The U.S. Treasury inspector general report accuses the IRS of discouraging employees from reviewing applications for the ID numbers, which are generally from non-resident workers.

The inspector general specifically said there were 154 mailing addresses that were used 1,000 or more times on applications, including 15,795 numbers assigned to a Phoenix address.

<snip>

The inspector general also found 10 individual addresses were used for filing 53,994 tax returns and receiving $86.4 million in fraudulent tax refunds. For example, 23,994 tax refunds totaling $46.3 million were issued to an address in Atlanta; and 2,507 tax refunds totaling $10.4 million were issued to an address in Oxnard, Calif.

In addition, the Treasury’s Inspector General for Tax Administration reports found 10 bank accounts received 23,560 tax refunds totaling more than $16 million -- including: 2,706 tax refunds issued to a single account totaling $7.3 million.

Why in the hell haven't I heard about this before now?!  Why isn't this being shouted from rooftops?!  My dad just told me about this and I didn't see or hear anything about it.  Hell even finding the story isn't very easy.

My apologies if this has been posted before but I didn't see it in here.

Just committing the fraud that Americans won't do.

That would be funny if it weren't so pathetically true.

I'm from the government and I am here to help.  :runaway:   Turn out your pockets, bend over, and spread 'em.

I use to know a few IRS folk.  One was a GS-13 which is not bad dough for brow beating the public.

Advancement Opportunities

Our advancement opportunities are excellent. The rate of progression to more complex and demanding work depends on your knowledge, skills, ingenuity and initiative.

You would typically begin your IRS career at grade GS-5, 7 or 9. Your actual salary will be determined by your grade and geographic location. Complete information on the federal salary schedule can be found here.
http://www.opm.gov/oca/payrates/index.htm

Based on your job performance, you may qualify for a promotion without competition about once a year up to GS-11.

Internal Revenue Agents compete for promotion to the GS-12 and GS-13 levels. Vacancy announcements at these grade levels are based on staffing and program needs.

Depending on your career goals and performance, competitive promotional opportunities exist at higher supervisory levels.

Note:  If you check the rates link in the box above be advise that they may vary by location ( locality pay )  I suspect the link is just the base rates.

Wouldn't someone at the post office get suspicious?  I doubt that I've gotten 24K pieces of mail total in the last ten years.

I didn't think about that, but it should have been caught somewhere along the line.

No kidding! Some computer somewhere should have been screeching a warning of some kind. I have to wonder if the IRS has some employees who retired in their early 20's.

Without proper controls, it is not that hard. I worked for the state as a Corporation analyst, and had the ability to transfer large payments of funds from one taxpayer to another which could have resulted in million dollar refunds. All I needed was a partner on the outside to register as a dummy corporation and file returns.

KC

You would think.
A few years back a large meat packing plant in IL was raided for illegals. Almost 100 employees were sharing a SS #.

Now you would think the computer would throw a red flag! But they were desperate for help and I'm sure it was just an oversight!

I worked in that plant for two months when I was young and between jobs. Two Hispanics got into an argument and one pulled his knife out and pointed it at another guy. They worked next to each other. My supervisor, instead of firing the guy for his conduct and threats to kill someone, put me in between the two and I did not know Spanish!

It was a happy day when I found another job. The 15 cent pay cut was worth not getting cut at work!  :-)

FACT: Up to 1.2 million tax preparers make a living demystifying the labyrinth U.S. tax code for taxpayers. We have more professional tax preparers in the United States than law enforcement officers (765,000) and professional firefighters (310,400) combined. Meanwhile the federal tax code has tripled in size in the past decade, to 3.8 million words.

Tax Credits for Illegal Immigrants
Posted on May 11, 2012

Q: Does the IRS pay billions in tax refunds to workers who are in the U.S. illegally?

A: Yes. The Treasury Department’s Inspector General determined that $4.2 billion was paid in 2010, up from less than $1 billion in 2005. Leading Democrats are resisting a bill that would stop future payments.

Fact: I worked in a factory one summer where one employee threw a knife at another employee just missing them by inches ( employees used trimming knives as part of the job).  The cops and FD hauled the loon away in a restraining jacket.  At break I was talking to the best boy who said "yeah, she'll spend a few weeks at the ho ho Hilton then be back."  "Happened before?"  "Oh yeah, she goes off a few times a year."  I left before she returned.

ETA: R we havin fun yet?

This is some insane BS here.  $4.2 BILLION?!  I think we should tell congress to stop spending money until they can patch the holes we have.  The more spending bills they pass the larger this number is going to get unless/until they figure out where the hell it is going and STOP it.

That was a rhetorical question right?  The EITC is the easiest way to get a large refund if you are going for fraud without it being obvious, imo.
