Well, Boss Hogg was fat and sweaty, so there's some similarity.

On the other hand, Boss Hogg was clean and well-groomed, while the big guy never shaves or combs his brillo-pad hair, and appears to wear the accumulated grime of loafing around a sewage plant.

The net effect is very little physical resemblance between Socialist Steve and Boss Hogg.
