Best idea I have heard in a long time to keep racism alive and well.
Segregate all people to their own area, keep them from moving about and learning about others lives religions and traditions.

True Johnny, people coming to a new land do at first feel safe living among those that they left in the home land. The are not thrown into bewildering new life styles at the git go. However as they age they do regardless of their family begin to wander about home turf and learn about the outsiders.
