Looks like they are assisting a choking victim with the Heimlich maneuver to me.

Not only is she acting, she's not acting very well.  No hand anywhere near her throat, let alone any serious pressure on it.

Probably screaming or making choking noises at the top of her lungs, which means she ISN'T being choked out, because if she was, she wouldn't be making any noise.

Be careful  what you wish for, DUmmies.  A lot of the entry-level workers at Disneyland are union, and make something like 30 cents an hour above minimum wage, but when you deduct the union dues, you're making LESS than minimum wage.  A lot of the SEIU type jobs are like that as well.

I think it's a reaction from the pepper spray.
Come to think of it, unions do create jobs. Companies have to hire two workers to do the work of one.
