There have been so many experts that touch on this subject.

With all the technology and social networking, everyone wants to Twitter what they see and NOT call 9-1-1.  It's sad.  What's wrong with people?  That would have been like me Twittering and video taping that car accident I witnessed instead of helping.  It's just bad karma.

We are becoming a world of WATCHERS, with most of us armed with a cell phone that can record unusual events, we become like photographers that film for a TV program or the news.   We are loosing the instinct to become involved, we just document the experience.

It's an effect that's been known for decades.  The greater the size of the crowd observing, the less likely an individual is to take action, either for fear of ostracism or the (usually wrong) assumption that someone else is taking action.

Which is why in livesaving/CPR courses, we're always taught to make eye contact with someone, point at them, and basically say, "YOU--call 911."
