Carrier pidgins were used in both WW1-WW2-   We still have clubs for Homing Pidgins it is quite the sport.

By the looks of that Bad Boy Bird this is not such a stupid idea. That nasty big Bird could carry a small bomb with no problem, a camera in today's world as small as they are would be no problem.
