Permanent Failure: Other address status

This is the message that I got when I e-mailed someone in the military, who was/is in Iraq, and I don't know what that means...

The last I heard from  him was a few days ago, and he said he'd be writing back the next day, and I never heard anything.

I e-mailed today, and this is the automated response that I got.

From the sound of it, he wasn't supposed to leave there yet.

Anyone know what this is/could be?

Could just be a technical glitch I would try emailing again later and see what happens.
I may not lock my doors while sitting at a red light and a black man is near, but I sure as hell grab on tight to my wallet when any democrats are close by.
