This "behavioral economics" is the cornerstone of Dear Leader's environmental policies. It's an upgraded version of keeping up with the Jones. Basically put, it says that if the gov't can convice a certain percentage of people that doing something is a good idea, that by getting them to practice these ideas that other people around them will want to do what they have done, or they will be shamed into doing so because it will be made out that to do otherwise would be uncaring. Interesting concept, but I'm pretty sure they've underestimated the willingness of independent Americans to kick back. Now, show people where they can immediately save money by doing so and you may have something, but they haven't done that.
