Per https://www.worldometers.info/coronavirus/country/us/ , US new cases numbers started falling January 9th, if not a day or two earlier; deaths numbers, which trail new cases by 2-3 weeks, started falling January 26th, if not a day or two earlier. Biden was not President on January 9th. I'm not going to credit Trump with the falling numbers, and the numbers started falling too soon for vaccines to have been relevant (IMO, we may in the past few weeks be seeing the start of the effects of vaccines on SARS-CoV-2 numbers).

What's more, it was kind of a lame/ unimpressive promise to begin with, as within 100 days of his inauguration, it will be early The 2020/2021 school year will be nearly over at that point. If he had just said he could have all the schools reopened by the start of the 2021/2022 school year, that would have been okay, he'd have gotten points for honesty, and it would be an acceptable goal to aspire to.
