The ordinance, which must be approved on a second reading, expected next month, does not seek to ban panhandling or solicitation outright but rather to free up limited public seating.

Santa Monica's goal is to persuade them to go somewhere else to bother people. They don't have to stand for long periods of time, they can go somewhere else and sit. maybe the rail road tracks. Oops, I am a liberal, i should have more compassion. Sorry for being so mean spirited.

They deserve your concern.
