Sen. Tom Cotton on Thursday told House Republicans to start over in their attempt to repeal and replace Obamacare, and said the House bill will never pass in the Senate without "major changes."

"House health-care bill can't pass Senate w/o major changes," he tweeted from his @TomCottonAR account.

"To my friends in the House: pause, start over. Get it right, don't get it fast."

Cotton's early morning series of tweets also warned that Republicans "shouldn't act like Dems did in O'care."

"No excuse to release bill Mon night, start voting Wed. With no budget estimate!"

He said creating an affordable healthcare system for people is more important than House GOP leaders' "arbitrary legislative calendar."

The House GOP plan has run into immediate trouble with conservatives who want a full repeal of Obamacare, instead of the partial repeal they are pushing through the reconciliation process.

However, GOP leaders believe their plan is best, since moving regular legislation to repeal Obamacare would undoubtedly stall in the Senate, where there are only 52 Republicans.

Sixty votes are needed to advance legislation under regular order in the Senate, and it's unlikely that eight Democrats would join up with the GOP to repeal Obamacare.
