There are bunch of soldiers with guns! They are scaring me!

She's playing a game of ideological "chicken". Just one clearly false 9-1-1 call from you or me could land you or I in jail. She's betting that the local police and DA won't have the courage to prosecute her for multiple politically motivated false 9-1-1 calls. It's a university town where students vote-and-run (i.e. vote for @#$% but leave after finishing/graduating, leaving permanent residents to put up with the @#$% for which they voted) ... she may win that bet.

(BTW, when I lived in Maricopa County, AZ during college I never voted, never imposed on permanent residents things and people with which I knew I wouldn't have to live; nor did I do that to my original home county, where also knew I wouldn't have to live with what/who I voted for)
