Playing the race card? Isn't it worn through yet? But why are these schools, "Broken Down"? Teachers union contracts that force diversion of maintenance $$ to teacher salaries and bennies? Federal and state regs that force the hiring of bureaucrats to do the mandated inspections/verifications and paperwork? Administrative nepotism, cronyism, and salary bloat? Sweetheart contracts for goods and services? Students and neighborhood people who trash and vandalize school property?
