Question was the folks who built the ACA web site a private business?

It sure was, a Canadian company:

Quote
The Company That Built Obamacare Is Doing Better Than Ever
by Daniel Gross Oct 18, 2013 5:45 AM EDT
Soon after Healthcare.gov launched, users started reporting major problems. As blame flies around, there's one party that seems to have emerged unscathed—the company that built the faulty site.

A funny thing happens to the shares of large, largely anonymous federal contractors when they become implicated in a debacle: they rise. We saw this at work earlier this year with Booz Allen Hamilton. The firm, which gets virtually all of its revenue from the federal government, employed Edward Snowden, who proceeded to use the access afforded him by his post to grab and make public all sorts of embarrassing secret government information. But Booz Allen didn’t lose any contracts as a result or suffer much opprobrium in the public markets.

Now something similar is happening with CGI, the giant Canada-based information technology outsourcing company that has been heavily involved in the heavily botched roll out of Healthcare.gov, the federal health insurance exchange that is the centerpiece of Obamacare.

And the DUmmies just discovered the truth, so I suppose the DUmp thread may die a quick death.

And "gopiscrap" decided to post another thread about it, blaming private business, ignoring the fact that it is a Canadian company:

The PRIVATE business that built the ACA website is:

CGI. This is just one reason why government responsibilities should NEVER be privatized!!!

Oh just wait a minute.

You know there just has to be a connection between Obama/Democrats and this company.  There is no way they are going to contract out to just anybody.  If they don't get their kick backs, it ain't gonna happen.

Actually, let's be clear: The foreign company is another resource outside of the United States for the Obama Administration to launder stolen money. Just another Scandinavian Electric Car company, another Chinese Internet services group, and now a Canadian socialist web development company.

So let's cut the crap that "incompetence" is at the heart of the problem. It's beyond even DUmmie rationality (well, maybe not, but stick with me on this) that a company could spend years and years of development time to produce, arguable, the single-worst data product rollout in computing history. In fact, the "incompetence" was DELIBERATE.

Obviously, the half-billion that is being laundered for the Obama and the Democrats is apparent. But more than that:

IF the site were working as well as ANY other website developed for a for-profit organization, then there would have been a MUCH BIGGER concern from the standpoint of the Dem socialists. The problem? If hundreds of thousands, or even millions, of people could successfully log on, then they would have been hit with the biggest sticker-shock in HISTORY. I would wager most socialists were expecting to sign up for free, or discounted medical care, when in reality (as WE all know) the prices of these plans are through the roof. I contend that if this sticker shock would have been collectively and immediately been felt, it would have significantly impacted many people's views on Obamacare to that of our side. MORE IMPORTANTLY, is the fact the mainstream media, who are at this point fully invested into the socialist mindset, would NOT have been able to suppress or manipulate this impact.

But when the site is PERCEIVED as being as screwed up as it is, then the sticker-shock effect would be diluted to the point where it's relatively easy to spin. In the meantime, at this point Obama is going to run out the clock as much as possible, using the media to force this to a head.

Here ya go..

Why did they get the work? The report hints at a likely reason: The companies were big lobbyists, with "some 17 contract winners reported spending more than $128 million on lobbying in 2011 and 2012." Granted, some experience with government work is vital for any contractor, and the federal procurement system is geared to favor those already doing government work, but Sunlight pointed out that the list tips heavily toward those with both existing contracts and political leverage.

From what I understand, Teal Media, did the web site design.
The roll out has failed so bad, they've removed their logo and information from the site.
Then-Chief Justice John Marshall observed, “Between a balanced republic and a democracy, the difference is like that between order and chaos.”

John Adams warned in a letter, “Remember democracy never lasts long. It soon wastes, exhausts, and murders itself. There never was a democracy yet, that did not commit suicide.”

Getting a government contract is a crazy maze of rules. It's been years since I've been involved in selling software to gov't, and only when I had to help out on a deal. Hate it. Way too many supposed rules.  I say supposed because it looks like these contracts for Obamacare were no-bid.
