That happened much too late to do any good, Milton Friedman and J. P, Morgan themselves couldn't have done anything to save that trainwreck by the time it was actually pried out of the city government's hands.  He was appointed partly as a scapegoat so the politicians could keep their distance from the bad news and partly because it was a necessary legal step to show all other avenues had been exhausted before finally facing the bankruptcy music.
