Covering local government I have seen how the sausage is made close and personal. And let me tell you, I have seen both very smoothly run governments (Santee, San Diego to a point, better than most with term limits), and very dysfunctional government. One of these dysfunctional boards almost got to fist to cuffs. So what do the smooth running government bodies have in common? It's not party, Santee is run by a rather conservative crew with one former Republican, now independent, and the others are Republicans. San Diego has a mix with city council even having a tea party member (yup, he's my rep...I think the reality is taking the luster away from the tea party though). For god sakes, San Diegans elected a fire breathing liberal Democrat, now former Congressman, as mayor last cycle. Well, Santee has a mayor that does not believe in climate change. He will give you talking point after talking point. His city just voted to join the Figtree program, grants that will allow homeowners to get roof top solar, for example, no cost to the city. He personally does not believe in it, but the voters want it, all that matters. They also had a bike to work program...and yup, people want it...and a forestry program, people want it. The council also works like a well oiled machine and gasp, compromises their personal ideology if people want it. This is weird, the Sierra Club has endorsed actions by this city council. San Diego is more complex, term limits and strong mayor really make this harder. Still, they compromise for the better good of the people. Hell, recently they mad history by passing a resolution supporting immigration reform. A tea party member voted for it. Then you have one of our local boards. I shall not mention it to protect the guilty. It's an advisory board. Screaming matches, paranoia, and accusations of ill intent fly regularly. The fact they get anything done is a miracle. Middle room, the El Cajon City Council. They work well together, for the most part...but they got some serious disdain for the voters. The Congress reminds me of this board, with dashes of El Cajon. They have truly forgotten who elected them. They really don't care, and ideology trumps good government. It is very educational to get out of the textbook and how things should work, and actually watch how it works. It's not pretty, locally it might take recalls to let people know the issues, but congressional districts are so badly gerrymandered that 3% of seats are competitive...and that is part of the problem. Yes, I urge you to attend at least one city council meeting. It's way educational.
