Is there a restaurant located in the corner of the pictured building?  I'd wager that's where The Weeper would be, rather than outside exposing his flab to the elements.

That's it?  I'm wondering if not only what Barry Big Ears has done has lowered turnout but the recent revelation of the Mayor of Omaha sneaking in pay raises for his staff members into the city budget while having fought tooth and nail to deny raises to the Firemen and Police Officers Of Omaha has been a factor?
