It's in reference to Biden's idiotic comments today (I highly recommend going to Daily Caller or The Blaze and watching it) saying "they are going to put ya'll back in chains" while speaking to a largely black audience.

OT:  Been checking out the crowd pics around the internet for R2?  Quite the sight.   Also, did you see the media yesterday, with breathless headlines about people heckling Ryan in Iowa?  It was 2 guys.  One violent woman who stormed the stage.  But you should see the crowds!  Twitchy has some pics.
